Technically Itchy and Scratchy has always been regarded a show within a show therefore not making it part of The Simpsons.

Seriously, Itchy and Scratchy was a idea before The Simpsons was. Even Greoning (sp?) has said he put I&S in the Simpsons in order to get it out there. It was never considered part of show itself.
But the Highlight show was part of Raw as it was scripted in there. Itchy and Scratchy isn't, it's usually randomly thrown in. I'm not arguing over it, everyone has a different opinion on it lol.

Well they were obviously written episodes, but it's usually a last minute thing. Also I believe the Itchy and Scratchy land episode was all over the controversy they caused in the US over the violence thing.
