Damn, I should have thought more about the 4 I chose.
While Hogan is the only one who didn't win the IC title it wasn't what I was thinking of and he isn't the odd one out.
Basically this is something that the other 3 accomplished and the odd one out didn't. He nearly did but Kane prevented him.

All won consecutive Rumbles apart from The Rock who was eliminated by Kane in the 2001. He had won the 2000 rumble.

Correct Steala. Edge, Y2J and Storm won tag belts with Christian while Hogan won with Edge. Now, who's the odd one out?  |

Shawn Michaels is the odd one out, because all the other three don't have a match at the Royal Rumble.
