Okay so the commentators say that the later you draw the better, however until the year 2007 nobody who ever drew No.30 had won a Rumble while four people who started the match have won and one person also won from No.3. However we then got No.30 winning twice in a year who knows what the best Number is.
Here are the odds for each number's chance to win along with short kayfabe reasons why!

Number 1 to win- 60/1
HBK won the Rumble from No.1 in 1995, had the joint longest time and most eliminations. Benoit also won from No.1 in 2004 and also had the longest time and eliminated the most people. Austin had the joint longest time from this number in 99, the most eliminations and was the Runner-Up. HHH (96), Ted Dibiase (90) and Bret Hart (88) have also had the longest time from this number.
Number 2 to win- 70/1
Vince McMahon (99) and Rey Mysterio (06) both won from No.2 and had the longest time in the ring and in addition Rey had the most eliminations that year. In 1995 Bulldog had the joint longest time in the match and was the runner-up. In 2003 Chris Jericho had the longest time from this spot and most eliminations while Bob Backlund (93) and Benoit (05) had the longest time from this Number.
Number 3 to win- 300/1
In the usual bad-luck number Ric Flair bucked the trend in 1992 by staying in the longest and winning.
Number 4 to win- 390/1
Mr. Perfect (89), Rick Martel (91) and The Rock (98) all came in 4th and stayed in the longest and The Rock was the runner-up his year.
Number 5 to win- 260/1
In 1997 Austin became the 2nd person to do the hatrick in a Rumble match having won, got the most eliminations and stayed in the ring the longest. Edge stayed the longest in 2007 while Rikishi had the most elimintions in 2000.
Number 6 to win- 385/1
Kane came in 6th in 2001. Stayed in the ring the longest, eliminated 11 people, the record, and almost did the hatrick but was the runner-up.
Number 7 to win- 375/1
HHH came in 7th last year, spent the longest in the ring and the joint highest eliminations and almost did the hatrick, but was runner-up rather than the winner. Diesel got the "Diesel push" in 1994 by getting the most eliminations and Edge had the joint highest too in 2005.
Number 8 to win- 250/1
Last year Orton won from this number. The year before Batista came in 8th and stayed in the ring the longest.
Number 9 to win- 550/1
The only notable #9 is Hornswoggle in 2008 as he didn't get eliminated.
Number 10 to win- 425/1
Test recorded the longest time in the 2000 Royal Rumble from coming in 10th.
Number 11 to win- 470/1
Don Muraco came in eleventh in 1988 and finished fourth, but that was only a 20 man Royal Rumble. Carlito is the next best coming 5th in 2006.
Number 12 to win- 490/1
RVD is the best ever #12. In 2002 he had the 2nd longest time and came 5th.
Number 13 to win- 225/1
Hacksaw Jim Duggan won in 1988 from this number, however it was only a 20 man Royal Rumble.
Number 14 to win- 480/1
Umaga came in 14th and finished 5th in 2008...
Number 15 to win- 400/1
Bam Bam Bigelow recorded the longest time in the 1994 Royal Rumble from coming in 15th.
Number 16 to win- 460/1
Randy Orton came in #16 in 2007 and came fourth. Nothing else to report!
Number 17 to win- 500/1
Dino Bravo is the best ever #17 having come third in 1988, but that was the 20 man Rumble.
Number 18 to win- 200/1
HBK won from this spot in 1996 and had the most eliminations in doing so. Hogan came in 18th in 89 and eliminated the most people. One Man Gang had the most eliminations in 1988 and was the runner-up, but this was only a 20 man Royal Rumble.

In 2002 Austin had the most eliminations from this number and spent the longest in the ring.

After coming in at #20 RVD (06) and Kane (08) came fourth. That's it.

Brock Lesnar won the Rumble from 2nd to last in 2003. Sid (92) and HHH (08) came 2nd from this number and both had the most eliminations.

Undertaker (07) and John Cena (08) have won from this number. Ted Dibiase (89), Mr. Perfect (90), Randy Savage (93), Undertaker (03) and Randy Orton (06) were runners-up. Big Show came in last in 09 and had the 2nd highest eliminations.
